Five men have already been charged with crimes ranging from misconduct to rape, in an army investigation that began last September at the Aberdeen Proving Ground. The base trains hundreds of new soldiers, men and women, each year in a variety of skills to handle everything from tanks to heavy guns. Charges of rape and abuse stemming from the case have sent shock waves through Aberdeen and the army. The Aberdeen Proving Ground, some 30 miles north of Baltimore, Maryland, is now the focus of a widening investigation of sexual harassment and misconduct. Aberdeen has a long history of training American soldiers for tank and artillery duty. That long tradition is changing as the culture of the military changes to address the needs of female and male soldiers working together. The base teaches about 11-thousand soldiers a year, fresh from basic training, in a variety of skills. Investigators have now identified about a dozen female soldiers who say they were sexually assaulted and raped by higher ranking soldiers. The base commander says the men charged, including two drill sergeants and a company commander, violated a strict code of conduct. SOUNDBITE: "With regard to our trainees, very special young soldiers. Those individuals that are placed in positions of responsibility over them must adhere to all rules and regulations. Dating, socialising is not permitted. As I said this morning, earlier, we want those individuals out in front of our soldiers in formation or in front of them in a classroom to be leaders and not lechers." SUPER CAPTION: Major General Robert Shadley, Aberdeen Base Commander Army officials say the victims claim they were harassed, molested and raped between last spring and this fall. Shadley says the army expects additional charges to be filed against other army personnel at Aberdeen. SOUNDBITE: "This is an active investigation. We've conducted over 550 interviews. I would expect additional charges to be coming, and those will be made at the appropriate time when all the evidentiary material has been collected and the process is working." SUPER CAPTION: Major General Robert Shadley, Aberdeen Base Commander Shadley has ordered an independent investigation into goings on at his base. Army officials have in turn ordered a review of possible conduct problems at training facilities worldwide. Aberdeen's commander, struggling with his emotions, admitted that a basic trust between soldier and commander had been violated. SOUNDBITE: "We as leaders have a responsibility to take care of our soldiers, and it breaks your heart when we don't." That case, involving a 1991 Naval aviators' convention in Las Vegas, uncovered problems in the military's handling of harassment and misconduct cases among male and female soldiers and sailors.
