Armed with his camera, he crisscrossed the country, capturing haunting photographs of young laborers in various industries. Hine’s lens revealed the harsh truth: children as young as six toiled in coal mines, textile factories, and cotton fields. His images depicted their exhaustion, their innocence stolen by grueling labor. These photographs ignited public outrage and forced people to confront the horrors of child exploitation. Legislative Change: Although immediate change was elusive, Hine’s work laid the groundwork. By 1910, the number of child workers had surged to two million. Congress responded by passing the Keating-Owns Act, which set stricter standards for children’s employment. However, legal restrictions were short-lived due to a Supreme Court ruling. It wasn’t until the Great Depression that attitudes shifted. Hine’s legacy, combined with broader social reforms, led to landmark legislation. The National Industrial Recovery Act and the Fair Labor Standards Act of 1938 finally curtailed child labor. These laws not only reduced the number of child workers but also established national minimum wage and maximum hour standards.
