The outgoing federal Chief Medical Officer has told health officials they are allowed to keep people in quarantine if they refuse to be tested for the virus. More than 5,000 travelers who returned to Melbourne from overseas have been allowed back into the community, despite refusing a test. Two outbreaks in Melbourne are linked to quarantine hotels incidents resulting in at least 33 infections.
