| Video Discription | CLIVE BROCKDORFF Clive is one of the most active sports shooters in Malta, having started off as soon a legislative changes allowed back in 2006 and having constantly developed his skills over the ensuing years. As Regional Director for the Malta region of the International Practical Shooting Confederation, he was the first to start organising training sessions and official competitions on the island, events which have grow in popularity until one can say that IPSC is far and away the most vibrant and active handgun shooting discipline in Malta. Clive was also one of the first IPSC shooters to venture abroad to compete, and now has ten large overseas matches under his belt, including the IPSC European Championship of 2016 and the World Shoot of 2017, during which he led a team of Maltese shooters to represent our country. More recently, he and a shooting colleague, Luke Testaferrata, launched a training organisation, The Dynamic Shooter’s Academy, designed to both introduce first-timers to the sport as well as to assist licenced shooters to develop their skills. During the recent attempts by the European Commission to severely limit firearms ownership across the European Union, Clive was foremost in working with his shooting colleagues in order to ensure that the voice of the European Sports Shooters was heard. www.ipsc.org www.dynamicshooter.net STEPHEN A. PETRONI Stephen founded the “Arms, Armour & Militaria Society” in 1985 (now called AMACS – Association of Maltese Arms Collectors & Shooters) and currently serves as its President. Under his leadership, AAMS organised the first public exhibition of privately-owned antique arms and militaria in 1985, set up historical re-enactment in Malta in 1988 and the first target shooting events, with muzzle-loaders, in 1989. From 1991 on Stephen led the discussions with Government aimed at revising Malta’s arms law and proposing new Arms Law based on the EU Directive. In 1993 he was appointed by the Minister responsible for Sports and Culture to present proposals for new legislation and in 1994 the Minister of Justice & the Arts appointed him a member of the Committee entrusted with studying Police policy on firearms. The Proposals presented to Cabinet were approved on 12 September 1995, ushering in the first positive changes. Between 2002 and 2005, Stephen led the team which successfully negotiated the terms of the Bill which became the Arms Act in July 2005 and the Arms Licensing Regulations which came into effect along with the Act on 15th August 2006. This was a most significant achievement which gave Malta one of the most sensible firearm laws in Europe. Stephen was subsequently appointed member of the Weapons Board, Ministry of Justice & Home Affairs. In May 2006, the Foundation for European Societies of Arms Collectors (FESAC) appointed Stephen to the chair of its Juridical Committee and soon after to the chair of the foundation. In this capacity, Stephen represented European collectors in the negotiations with the EU Institutions leading to the adoption of the 2008 amendments to the EU Firearms Directive. In 2007, Stephen was appointed Chairman of the International Legislative Committee of the IPSC (International Practical Shooting Confederation). He also represented FESAC and AMACS in the World Forum for the Future of Sports Shooting Activities (WFSA) and the European Sports Shooting Forum (ESSF). In November 2015 the EU Commission launched its proposal to radically amend the Firearms Directive, which would have wiped out most target shooting sport disciplines as well as destroyed historic arms in museums and private collections. Stephen led FESAC and its partners in ESSF in presenting a common position against the proposal. He was very active in Brussels over a period of two years. This united front succeeded in defeating the worst of the Commission proposals. Recently, Stephen was active in discussions with the Maltese authorities aimed at achieving a soft implementation of the Directive. The new Arms Act and Regulations came into force on the First of March 2019.
