On November 18, 1940 a crude bomb, made from a piece of pipe was placed on a windowsill of a Consolidated Edison company building at 170 west sixty fourth street, New York City. The bomb, left in a wooden toolbox, came with a note, written in block lettering. It read: ”Con Edison Crooks, this is for you.” It was signed, simply, "F.P." While police did not seem to recognize the significance at the time, the bomb represented the beginning of a reign of terror over the Big Apple that would stymie police for sixteen years.
