First off, since this is a water gym, you are going to want to have the right pokemon in your party to take it on. If you chose Sprigitito as your starter, you are already on the right track since water is weak to grass. Water type Pokemon are also weak to electric, so even if you don’t have Spigitito or any other grass type Pokemon that is OK. You could easily catch a Pawmi before taking on the water gym as they are everywhere outside of Cascarrafa. Just make sure you are not bringing any Pokemon with you that are weak to Water like Fire, Ground, or Rock types. Sorry Fuecoco. Once you have your Pokemon selected to take on the gym you are going to want to make sure they are at a high enough level. Kofu has three pokemon at levels 29 and 30, so you should try to have a few super effective mons around the same level. Before my fight with Kofu I had a level 31 Floragato for my Grass type coverage and a level 30 Clodsire for his Water Absorb ability and that was enough to take out his whole team. Now that you have the correct Pokemon, you’re ready to take on the Gym Test. Cascarrafa’s Gym Test is a bit strange to say the least. The game makes you deliver Kofu’s wallet to him clear across the desert to the West. Once you deliver his wallet to him, you have to fight a Pokemon trainer, and then the real Gym Test starts. For whatever reason Kofu wants you to take 50 Pokebucks and bid in an auction for him to win the legendary wakame seaweed of the Hoenn region. The bidding process is pretty simple. Don’t bid too much and just make sure you are the top bidder in the end. Now the fight with Kofu is pretty straight forward if you have one or two good leveled mons that are super effective against water. When I took him on my Floragato was easily able to take out his Veluza, I switched out to Clodsire to take out his Wugtrio, and then back to Floragato to take out his Crabominable.
